Yes. Kirin Tool for Linux can unlock the bootloader of Huawei devices with Kirin 620 up to Kirin 990 5G chipsets, including the Kirin 990 5G.

Which Huawei chipsets are supported?

Kirin 620–990 5G (excluding Kirin 990 4G). Kirin 9000 has experimental read-only information and a rescue USB Update entry.

Do I need android-tools or fastboot installed?

No. A Huawei-capable fastboot built from AOSP is bundled. The system fastboot is only used as a fallback.
